Councillor Ken Bodfish, Labour, Queens Park ward: Thank you for your e-mail of 7 April 2005 concerning the planning application for the above proposed development. I apologise for the delay in replying.
The City Council has a duty both to collect and dispose of litter and domestic waste. A development of this nature is urgently required to support its objective of doorstep recycling across the City and to deal with the anticipated loss of local landfill. Currently some 80% of the City's household waste is landfilled and local landfill sites will be full in 2008. The alternative is City Council collection vehicles driving long distances, necessitating longer working hours or more vehicles. This is completely unsustainable and would be contrary to central government policy which seeks to encourage a reduction in the amount of waste going to landfill, increase the rate at which we recycle, encourage the re-use of goods and recover energy from waste.
With regard to the proposed site in the Onyx application, this is identified by the Planning Authority as appropriate for waste uses in both the emerging Waste Local Plan and the Brighton & Hove Local Plan. Both plans have been the subject of significant public consultation and have both been scrutinised at Public Inquiries. The site is also the subject of detailed Supplementary Planning Guidance and has been used for industrial commercial and waste purposes for a number of years.

It would be premature for me to comment on the application before it is considered by the Planning Applications Sub-Committee. I can assure you that the planning application will be thoroughly examined and assessed by the City Council, as the statutory Planning Authority in the same way that they assess all planning applications. All the relevant material considerations, including representations from residents, will be taken into account and a report on these matters will be presented to the Planning Applications Sub-Committee for a decision.

Councillor Paul Elgood, Leader of the Liberal Democrats, Brighton & Hove City Council states:
'I have made objections on behalf of Brighton & Hove Lib Dems against the
use of this site for a Waste Transfer Station / Materials Recovery Facility. I believe that this proposed use will be harmful to the local environment and will be unacceptable to local residents. We have also opposed the Waste Local Plan and Brighton & Hove Council's failure to properly address the recycling needs of the City.'

Councillor Bill Randall, Green party, Hanover & Elm Grove states:
'The views of the local community have been sacrificed on the altar of profit. Onyx want the single site because it is cheaper than having a set of smaller sites around the city. The company is unmoved by the views of the community and appears to have little concern about the environmental impact on homes and schools. To their disgrace, many Labour councillors support the proposals. The Green Party, of course, is opposed to the entire incineration package, which is yet another very expensive PFI hostage to fortune.'

Councillor Tehmtan Framroze, Ward Councillor, Hollingbury & Stanmer Ward: Thank you for your communication regarding the planning application
submitted to Brighton & Hove City Council for the location of a Waste Transfer Station and Material Recovery Facility on the former abattoir site off Hollingdean Lane.
I too am concerned about this planning application and the proposed development of the Hollingdean site. I feel that a development of this size and type is totally inappropriate for a residential area and I shall therefore be sending a letter of objection to the Planning Committee to reflect my views and those of the many residents who have contacted me.
